What can be done if parents don't agree on the childs right to regular access to the partent it does not live with?

Parents can request a ruling by the district commissioner regarding the access it considers is in the best interests of the child. The district commissioner or a judge may also make interim rulings on how access shall be carried out, for example during a custody case.
