Can other than parents apply for contact with a child?

In certain cases, the child shall have the right of access to close relatives such as grandparents or siblings, if it is considered to benefit the child. This applies, for example, if one or both parents of the child are dead, a parent is unable to discharge his/her obligations regarding contact with the child, e.g. due to illness or placement in an institution.
