Directorate of Immigration: Residence permits - Types

I am getting a divorce, can I apply for a permanent residence permit if I have lived in Iceland for 3 years?

Yes, if divorce has not already been finalised when the application is processed. The spouse of an Icelandic citizen may apply for a permanent residence permit after 3 years, provided that divorce is not finalised before the application is processed.

If you are divorced, you must have a valid residence permit, which can be the basis of a permanent residence permit, for one more year, in order to apply for a permanent residence permit.
