Do I have to have both a residence permit and a work permit to work in Iceland?

Yes. If the purpose of your stay in Iceland is to work, you must apply for a residence permit and work permit at the same time and both must be granted. The issuance of a residence permit on the basis of work is dependent on the work permit being granted.
