Housing & Construction Authority: Housing benefits and rental matters
How is a lease registered in the HMS Rent Register?
Process
The landlord fills in and signs a lease with the registration agent.
The tenant signs the contract electronically.
The lease is automatically added to the HMS Rent Register.
Both the landlord and the tenant can commission agents to sign the lease on their behalf. This can be for example, when the landlord lives abroad.
A signed lease can be submitted on paper for registration in the HMS Rent Register.
For this to be possible all parties to the lease must sign it, plus two witnesses.
The lease also has to contain the main findings of a fire and condition inspection, conducted by either the landlord or the tenant, not necessarily a professional inspector.
