What does it mean that my application for international protection is undergoing general substantive procedure?

In the general substantive procedure, the Directorate examines whether an applicant for international protection is in need of protection from their home country.

If you have previously applied for protection in another country, have already been granted protection in another country or have a residence permit in another safe state, your application will not undergo a general substantive procedure.
