Can anyone apply for international protection?

Yes, anyone can apply for international protection.

According to the United Nations Universal Declaration of Human Rights, the ability to apply for protection from your home country is a fundamental human right.

You do not need to hold a passport in order to apply for protection in Iceland. Also, an application for a residence permit does not prevent your right to apply for protection.
