The Directorate of Fisheries catch certificates are confirmation that catch from which Icelandic seafood products are processed was caught within the Icelandic fisheries management system.
The European Union requires a catch certificate for all imported seafood products, the United States requires a catch certificate for import of cod, and Japan requires a catch certificate for mackerel.
The certificate complies with agreements between Iceland, the European Union, United States, and Japan. It is standardized and cannot be changed.
In an article about catch certificates, you can find various useful information that can be helpful when filling out the certificates.
Catch certificate via web system
The system is accessible at the website https://vottord.fiskistofa.is
Login is via Ísland.is with electronic credentials.
If someone other than executive authorised to sign on behalf of the company makes the certificate, a mandate is required.
It is not possible to upload XML files at this time.
Java Catch Certificate System
Applications for access to the system are submitted by email to vottord@fiskistofa.is and the following information must be included in the application:
company name
address
national identification number
email address
telephone number
To run the Java Catch certificate system, the machine in question must meet two conditions:
Java must be installed on the machine (http://java.com).
The machine must be able to communicate with the server jminor.fiskistofa.is on ports 3334 and 1097. Please note that this is only a problem if external communications are blocked by a firewall; the system will then display a "Connection refused" error upon startup.
Submission of weighing and processing reports
Buyers of seafood products are required to submit weighing and processing reports (VOR reports) to the Directorate of Fisheries by the 20th of each month for transactions involving seafood products from the previous month, according to regulation on reporting of trade with marine catch.. Failure to submit VOR reports may result in daily fines, as per Article 12 of the Act on the treatment of commercial marine stocks
Purchases of catch, both directly from boats and from fish markets, are pre-recorded in the VOR system along with price information for products bought from the fish market. Submitting the report mainly involves reviewing this information, adding prices for direct purchases from boats, and quantities and prices for direct purchases from companies. It is also necessary to record the disposition of the catch and any resale, if applicable.
First-time Registration in the VOR System:
The Java program needs to be installed on the computer, which can be downloaded from the Java website.
Note that if using Google Chrome browser, you need to copy the system URL provided below and paste it into the browser's search bar to launch the system.
When first using the system, the company's authorized signatory must grant permission to employees responsible for report submissions to submit reports to the Directorate of Fisheries on behalf of the company.
The company's authorized signatory goes to island.is to grant this permission. This only needs to be done when the system is used for the first time and when changes are made to who is responsible for report submissions on behalf of the company.
Once permission has been granted, the employee responsible for report submissions should access the system through the following web address: http://java.fiskistofa.is/vor/radstofun.jnlp
When logging in, the individual uses their own electronic credentials.
Review the instructions below and start submitting.
