Coastal fishing permit

Application for fishing permit - authorised signatories

Regulation on coastal fishing applies to the fishing.

Instructions:

- The application period is from 1st of March up to and including, 14th of April and it is not possible to apply or change applications after that time.

- Person who is a registered owner or authorised signator can apply for the permit through the digital application system at Ísland.is.

- Vessels must meet all conditions at the time of application.

- If all conditions are met, the permit is issued on the day applied for and becomes effective on the starting date of coastal fishing or on requested date after starting date of coastal fishing.

- Provided that all conditions are met, the permit can be issued on the application date if that date is registered as starting date of the fishing, or chose a different date as a starting date of fishing then the permit will be valid on that date.

- If the conditions for the permit are not met when applying, it is possible to reapply before the end of the application period.

- The permit is paid for during the application process and it is important to complete the application process by clicking Continue after payment has been made.

- Granted permit is sent to the applicant's mailbox at Ísland.is.

Conditions for Issuing a Coastal Fishing Permit

General Conditions

  • It is not permitted to fish on the basis of other permits while the coastal fishing permit is valid.

  • Only one permit for coastal fishing can be granted to any one individual, fishing company or legal entity.

Vessel

  • The vessel must be registered as a fishing vessel in the Icelandic Transport Authority's ship registry.

  • The Seaworthiness of the vessel which a permit is being applied for, must be valid on the application date. The Icelandic Transport Authority issues certificates of seaworthiness.

  • It is not possible to get a coastal fishing permit for 'development fund boats'.

Ownership and Operation

  • A coastal fishing permit will not be granted unless there is 100% ownership of the vessel.

    • Vessel ownership is determined by the registration in the ship registry at the Icelandic Transport Authority.

    • Ownership of a legal entity is based on the registration of the beneficial owner in the registry of enterprises at the Iceland Revenue and Customs.

    • If 100% ownership is not registered with the registry of enterprises, a share register must be sent to the email address fiskistofa@fiskistofa.is no later than the end of 14th of April.

  • The operator is the person who owns a majority share in a vessel or is the majority owner of the legal entity, and that person must operate the vessel.

Catch Quota Limitations

  • It is not permitted to issue a coastal fishing permit to a vessel if transfers of catch quota in cod-equivalents, in excess of catch quota that has been transferred to the vessel, has been transferred from the vessel.

  • From the moment of applying for a coastal fishing permit, it is not permitted to exceed this criteria.

Fishing areas and landings

  • The permit is valid for the area where the fishing vessel operator has a legal address, in accordance with Registers Iceland or the company register of Iceland Revenue and Customs.

  • All catches by the fishing vessel must be landed in harbors of that region.

  • The fishing area cannot be changed after the application deadline has passed.

Permit Validity and Changes

The permit is automatically revoked if:

  • the vessel is sold or leased.

  • if ownership changes during the period.

  • if agreements are made that transfer control or revenue generation to a party other than the permit holder.

Remote Monitoring and Reporting Obligation

  • Stricter requirements apply to the functionality of remote monitoring equipment.

  • It is mandatory to notify the Coast Guard if equipment fails or communication is lost.

The license costs 22.000 ISK, at the same time the Directorate of Fisheries collects a coastal fishing fee of 50.000 ISK.

Payment is made by credit card during the application process, and the total cost of the permit is 72.000 ISK.
