To be eligible for an S1 certificate, an individual must be a citizen of an EEA country, the United Kingdom or Switzerland and meet one of the following conditions: 

• Be an employee from Iceland but work in another EEA country for an Icelandic company and pay social security contributions on wages in Iceland. These individuals apply for an A1 certificate from Tryggingastofnun, which then requests the issuance of an S1 certificate. 

• Be a spouse or child (17 years of age or younger) of an employee from Iceland and resident in another EEA country. 

• Be a pensioner from Iceland and domiciled in another EEA country. 

• Be a spouse or child (17 years of age or younger) of a pensioner and have a legal residence with the pensioner in another EEA country. 

If an S1 certificate is presented when applying for health insurance in a new country of residence within the EEA, the individual receives all the same services as other health insured individuals in that country.  

Individuals generally pay a certain fee that is the patient's part in their country of residence, and it is not reimbursed by Iceland Health. 

The processing time for applications is 6 to 8 weeks.

• Healthcare provided outside the public system of the country of residence. 

• Repatriation to Iceland (special rules apply to the Nordic countries). It is common for individuals to purchase private insurance that provides this right at their own expense. 

• S1 certificates are generally not issued between the Nordic countries. 

• An S1 certificate is not issued on the basis of a U2 certificate from the Directorate of Labour. The European Health Insurance Card should be used in such cases. 

• An S1 certificate is not issued for temporary stays.

If an individual has a valid S1 certificate and travels to other EEA countries, he/she is entitled to health insurance from Iceland if the S1 certificate is valid. 

Holders of S1 certificates must contact Iceland Health to apply for a European Health Insurance Card.

Conditions for issuing an S1 certificate to pensioners: 

• A pensioner who is receiving pension payments from Iceland and is generally not entitled to pension payments in the country of residence. 

• An individual must be a citizen of an EEA country, Switzerland or the United Kingdom. 

An individual who is covered by health insurance in Iceland can apply for an S1 certificate for a spouse or his/her children who reside in another EEA country, the United Kingdom or Switzerland.  

Requirements for issuing an S1 certificate to family members: 

• An individual who applies is covered by health insurance in Iceland 

• Family members are not entitled to health insurance in their country of residence 

• Family members are citizens of an EEA country, the United Kingdom or Switzerland

When registering in the new country of residence, the S1 certificate must be presented to the relevant health insurance institution. It may be necessary to show identification and confirmation of legal domicile registration in that country. 

Iceland Health Administration will confirm registration with Iceland Health. It is important to note that the insurance does not take effect until the day you register the S1 certificate, and the processing time may be long.
