European Union Regulation (EU) No 965/2012 lays down requirements for the passenger operations of helicopters. Article CAT.OP.MPA.137 states: "An operator shall ensure that: a) for helicopters operated in performance class 3, surfaces are available that permit a safe forced landing to be executed, except when the helicopter has an approval to operate in accordance with CAT.POL.H.420;"
