The Directorate of Immigration may derogate from the conditions for submission of documents from the home state or previous state of residence if the applicant's circumstances are unusual or there are compelling reasons for fairness to do so. The authorization for exemption is intended for applicants who, due to their circumstances, cannot obtain satisfactory identification documents or criminal record certificates. Examples of this are refugees who have received international protection due to persecution by the government of their home states or refugees from war-torn areas where infrastructure is lacking. In order for an exemption being made the applicant must meet the other conditions for being granted citizenship.
