Those who want to operate a taxi owned or in their possession need a taxi operating permit from The Icelandic Transport Authority (ICETRA).
The process
Apply for the permit and submit all required documents
Fulfill the conditions for the permit
ICETRA issues a confirmation for a change inspection so that the car can be taken for inspection to be registered as a taxi

Supporting documents
It is important to submit all supporting documents with an application.
Copy of driver's license
Certificate of authority to manage an estate - island.is
Confirmation that public fees are not in arrears - island.is or Skatturinn
Confirmation of a taxi insurance from an insurance company
Recent electronic photo for the license card (recent and clear facial image with neutral background)
A copy of a signed contract with a taxi station if the permit holder intends to assign its obligations to a taxi station
If applicant has had a legal domicile registered in another country, a certificate from criminal record from the applicable country/countries has to be turned in with the application according to point 3 in Paragraph 2 of Article 6 of the Taxi Act
Individuals who are nationals of non-European Economic Area (EEA) countries shall submit residence and work permits
ICETRA has an overview of those who have completed taxi courses and will obtain information regarding criminal records. Therefore such documents do not need to be submitted.
Processing of applications
ICETRA issues a taxi operating permit that is valid for five years when all conditions are fulfilled and the car has been registered as a taxi
When documents are missing or conditions are not fulfilled, ICETRA notifies the applicant via email
Cost
The cost of the taxi operating permit is according to the tariff of ICETRA and is 16.480 ISK
The cost of courses shall be determined by the tariff of driving schools
Certificates and documents that are obtained from other institutions shall be paid for according to the applicable tariffs
