Processing of Personal Data in Connection with Applications for Electronic Payment Plans

Skatturinn (the Icelandic Revenue and Customs), District Commissioners outside the capital area, the Financial Management Authority, and the Ministry of Finance and Economic Affairs are each responsible for specific parts of the processing of personal data related to electronic payment plans.

Skatturinn and the District Commissioners outside the capital area act as collection authorities for the State Treasury, according to Articles 3(1–2) of Act No. 150/2019 on the Collection of Public Taxes and Charges. These authorities may, upon the taxpayer’s request, establish a payment plan for taxes, fees, or fines under Article 12 of the same Act.

To assess an application for an electronic payment plan, it is necessary to process personal data. The purpose of this processing is to enable the taxpayer to create and manage a payment plan through the online portal. The data processed include the applicant’s name, national ID number, outstanding claims, and income.

In cases where the payment plan concerns payroll deductions, information about child support payments and the name of the employer is also processed, as required under Article 11 of Act No. 150/2019.

The personal data used in the application process are obtained from the systems of Registers Iceland, Skatturinn, the District Commissioners outside the capital area, and, where applicable, the Municipal Collection Agency.

When an application is created on Ísland.is, the above-mentioned data are collected and stored in Ísland.is systems until midnight. Once the application is submitted, it and its attachments are transferred to the relevant authority — either Skatturinn or the respective District Commissioner — for processing. The data remain stored in Ísland.is systems until midnight after submission.
