The policy covers activities in the sea and coastal areas, such as energy production, farming, material, traffic, tourism, protection of areas, natural hazards and outdoor activities, and extends to the external limits of economic jurisdiction.

• is a planning plan for defined areas on fjords and bays outside local boundaries of municipalities, where a more detailed policy is developed based on local conditions.
