The care gap—the period between parental leave and preschool—has long been a challenge for families.

The care gap—the period between parental leave and preschool—has long been a challenge for families. A new report from the Directorate of Equality shows that current arrangements reflect the influence of gender systems on family life and the labour market and may have negative impacts on gender equality.

Municipalities have significant obligations in equality matters and must integrate gender and equality perspectives into policymaking, budgeting, and decision-making. A survey conducted among municipalities in June 2025 examined home care allowances, preschool frameworks, childminders, and fee structures.

The findings indicate that without integrating equality perspectives into decision-making, there is a risk that unconscious changes may reinforce gender roles and widen gender gaps in income and opportunities.

Key findings of the report:

  • It is necessary to develop a comprehensive policy based on solid funding, data, and targeted analysis.

  • Services and measures need to be coordinated without losing sight of the diversity among municipalities.

  • Emphasis on equality impact assessments, gender-disaggregated statistics, and a conscious approach to counter unconscious bias is essential.

  • There is a need to strengthen human resources in care professions and to build a flexible system that evolves in line with the needs of children and families.

With such a future vision, it will be possible to bridge the care gap, promote equality, and ensure equal opportunities for all children and parents.
