Light motorcycles are motor vehicles having two, three or four wheels, both electric and petrol driven. Mopeds are divided into two categories, based on the design speed of the motorcycle.

Category I - have a design speed of up to 25 km/h.
Class II - have a design speed of up to 45 km/h

Both categories of mopeds must comply with the same requirements. The only difference is the design speed of the bike.

In order to define the moped category to which it belongs, registration data from the manufacturer on the maximum design speed should be available.
When a category I moped is imported outside the EEA territory using the unit of measurement, miles per hour, but not km per hour, miles per kilometre have to be converted in order to establish the maximum design speed.

Moped

Passengers shall not be driven unless the driver is 20 years of age or older. In such cases, it is only permissible if the manufacturer confirms that the wheel is for the passenger.

The passenger must then sit behind the driver.
A child aged seven or under who is a passenger on a motorcycle shall sit in a special seat intended for that purpose.

Driver on moped I, requires:

being 13 years old
wearing a protective helmet
not be equipped with a driving course or a driving licence

Driving a moped

It is permitted to drive:

at speeds of less than 25 kilometres per hour
on a pavement, cycle path or pedestrian path, if not prohibited or if it does not cause danger or discomfort to pedestrians. Sidewalks or pedestrian footpaths shall give way to pedestrians.
- If a bicycle path is parallel to the sidewalk or path, the bike must be driven on the bike path.
On road, but it is not recommended that these devices be used in general traffic where speeds in excess of 50 km/h are acceptable.
Right of the far right lane. However, it is safe to cycle in the middle of the lane on a road where the maximum speed is no more than 30 km.

If the driver of the wheel crosses the path from the path, he must not accelerate more than the normal speed of walking.

Exempt from category I mopeds:

inspection obligation
registration obligation
insurance obligation (owners are encouraged to seek advice from insurance companies regarding liability insurance)

Electric scooters do not belong to a motorcycle category, but to a bicycle category.

Motorcycle driver 2:

must be 15 years old
have to have a driving test – a B-qualification or an AM-qualification
motorcycle helmet and protective clothing suitable for use when riding a motorcycle must be used
not necessarily covered by a driving course or a driving licence
may not be driven with a passenger unless he is 20 years of age or older and only if the manufacturer confirms that the wheel is for the passenger.
- the passenger must then sit behind the driver.
- a child under the age of seven, must sit in a special child seat
- a child over seven years old, must reach by his/her feet to the footrests of the motorcycle, or he/she must occupy a special seat.
