Role and requirements for external examiners

Examiners holding written and practical exams shall be appointed by the Icelandic Transport Authority for a five-year term. The competence of examiners for a practical examination may not be the same as for the examiners of a written exam. An external examiner shall have completed at least a ship handling certification programme in accordance with level A. The examiner for the practical examination shall hold at least an equivalent recreational craft certificate. The Icelandic Transport Authority or the party it appoints shall maintain a register of appointed external examiners who shall supervise their work.

External examiners shall supervise the conduct of written and practical exams and make sure that the exam are in accordance with the syllabus. External examiners shall ensure that uniform assessment is made possible.

External examiners shall be independent and have the role of assessing tactics and skills. No one can be both an external examiner and an instructor/examination organiser. If the examiner considers that he or she may be incapable of holding that position with respect to the person responsible for education and training, the person organising the examination or individual applicant, he or she shall notify the examiner and entrust another examiner with assessing the resolutions and skills in such cases.

Examiners must send the Icelandic Transport Authority or the party it designates copies of certificates, together with a report on the preparation and conduct of examinations. The Icelandic Transport Authority or the party it designates shall maintain a register of those who have obtained recreational craft licences and classification of recreational boat certificates.
