Selling fireworks to the public requires a licence from the police.
The license must be applied for every year. The application must be submitted before November 30th.
Conditions
Permit is only issued to a company or an association with a VAT number.
The application specifies a guarantor who is at least 18 old.
The sale and storage of fireworks meet the conditions according to regulation.
Sales staff is at least 18 old.
Supporting documents
Certificate of liability insurance for possible accidents involving people and damage to items caused by fireworks at a place of sale.
The approval of the land owner, and, where applicable, the homeowner, of the premises where fireworks are to be stored and sold.
The police calls for the fire department's comment on the outlet once an application has been received.
Allowed fireworks
You can only sell fireworks that:
have type-approval from the Consumer Agency,
bear the CE marking,
are produced according to certain standards listed in the regulation.
are imported by those authorised by the police for the import of fireworks. This condition does not apply to category 1 fireworks.

Sales and marketing online
You can advertise online the sale of fireworks from 20 December to 6 January if the product is delivered to an authorised outlet during the period 28 December to 6 January.
Home delivery
Delivery of fireworks is prohibited. An exception is if the buyer lives in rural areas and there is no approved outlet in nearby urban areas.
Inspections
The Police and the Consumer Agency are responsible for monitoring the sale of fireworks. They may at any time, and without special permission, inspect premises where supplies are stored.
If it is found that the premises or the possession of fireworks is inadequate, the Police may seize the fireworks. The same applies if they do not meet safety requirements, for example for CE markings.
