Recognition of inspection offices and technical administrators

The Icelandic Transport Authority (ICETRA) approves inspection bodies to carry out regular inspections of vehicles and other inspections according to the vehicle inspection manual. Also, the inspectors of the inspection bodies and their technical managers must be approved by ICETRA. This is described in reglugerð um skoðun ökutækja.

  • The approval is granted by ICETRA when all the conditions of the specific approval are fulfilled.

  • When data is missing with an application or conditions are not fulfilled, the applicant is informed by email.

Application for the approval of an inspection body

ICETRA approves inspection bodies to carry out inspections of vehicles. Before applying for approval of an inspection body, it must be in the application process for accreditation at the Icelandic Board for Technical Accreditation (ISAC).

The process

  1. The inspection body establishes facilities, equipment, staff and quality systems, and applies for provisional accreditation to ISAC as described in Article 11 of the Regulation.

  2. The representative of the inspection body applies for an approval of the inspection body to ICETRA.

  3. The application is reviewed by ICETRA which must ensure that the inspection body meets all requirements required of it under the Regulation on the inspection of vehicles, including the existence of a confirmation of provisional accreditation.

  4. A provisional permit is issued by ICETRA.

  5. Full approval is granted when the inspection body has gained accreditation from ISAC.

Cost

The fee of ICETRA for the approval of a new inspection body is collected in an hourly fee according to the tariff, 11.008 ISK per hour.


Application for the approval of an inspection station

Vehicle inspections are carried out at one or more inspection stations of an inspection body. When new inspection stations are opened (or a station is moved to another premises), ICETRA must establish the inspection station as an approved inspection station.

The process

  1. The inspection body announces an increased scope to ISAC.

  2. The technical manager of the inspection body shall apply to ICETRA for the approval of an inspection station.

  3. ICETRA grants approval to the facilities and equipment according to Annex I of the Regulation on vehicle inspections. ICETRA also confirms that the inspection station has been added to the scope of the inspection bodies accreditation.

Cost

The fee for the registration of a new inspection station is collected in an hourly fee according to the tariff, 11.008 ISK per hour.


Application for the approval of a technical manager of an inspection body

The technical manager of the inspection body shall be approved by ICETRA. The technical manager is also the contact point of the inspection body with ICETRA.

The process

  1. The new technical manager will attend a basic course for inspectors at an approved training centre.

  2. The representative of the inspection body or the retiring technical manager shall apply for approval of the new technical manager of the inspection body to ICETRA.

  3. The application is reviewed by ICETRA which ensures that the person concerned meets the requirements for a technical manager according to the Regulation on vehicle inspections.

  • Confirmation of the person concerned's education as described in Article 26 of the Regulation.

  • Confirmation of the person's professional experience as described in Article 26 of the Regulation.

  • Confirmation of training from an approved training centre (must have completed a basic course for inspectors) as described in Article 29 of the Regulation.
