The European Council summit will take place on 16 and 17 May 2023 in Harpa, Reykjavík. The Icelandic police will provide security for the meeting. The operation is highly complex and most of the employees of the police force in Iceland are involved in the planning process.

All the leaders of the Member States of the Council of Europe have been invited to the meeting. In addition, representatives from the five observer states, the United States, the Vatican, Japan, Canada and Mexico, have been invited to participate in the meeting. Leaders of the United Nations, the Organization for Security and Cooperation in Europe (OSCE) and the European Union have also been invited, as well as the chief executives of all the main European institutions attending the meeting.

Among the objectives of the meeting is to ensure that its conclusions are of real importance for Ukraine and that the responsibility for violations by the Russian army in Ukraine is guaranteed. The aim is to establish a register of claims, where those who have suffered damage as a result of the invasion will be registered and later compensated for, but also ways will be sought to hold those accountable that have committed crimes in Ukraine.
