The paper-based process will still be available, but processing times may take up to seven days as an increased focus is placed on ensuring the security and reliability of data. For this reason, the Icelandic Transport Authority has requested that vehicle inspection stations stop accepting paper-based change-of-ownership forms as of May 1st.

Customers are encouraged to use the digital process, which is simple and secure, via the Authority’s website.

Benefits of Digital Registration

Digital change of ownership offers several advantages over the traditional paper method:

  • Improved access: The service is available to everyone, regardless of time or location.

  • Enhanced security and reliability: Electronic signatures prevent forgery and ensure a more secure process.

  • Simplified process: No need for witness signatures, saving time and reducing complexity.

  • Faster processing: Ownership is updated in the vehicle registry immediately upon approval by both parties.

  • Fewer errors: A standardized digital process reduces registration mistakes.

  • Sustainability: Less paper use and fewer driving trips reduce environmental impact.

Digital Development and Vision for the Future

The Icelandic Transport Authority is committed to developing diverse digital solutions to improve services and strengthen security in interactions with users. Digital change of ownership is part of this journey, where infrastructure and communication channels have been successfully enhanced.

The government’s vision is for Iceland to be at the forefront of digital public services, with a focus on simplicity, security, and accessibility. Public services are evolving toward self-service, electronic signatures, and efficient data flow—aimed at improving service quality and minimizing environmental impact. Laws and regulations have been adapted to support this development and to increase efficiency, security, and accessibility for both the public and businesses.
