Judges appointed by the Supreme Court and the National Court

Skúli Magnússon has been appointed as a judge of the Supreme Court of Iceland since 1 October 2024 and Kjartan Bjarni Björgvinsson has been appointed as a judge of Landsrétt since 1 September 2024.
Skúli Magnússon completed his law degree from the University of Iceland in 1995 and his Masters degree from Oxford University in 1998. He then qualified as a District Court lawyer in 1997. After graduating, Skúli worked as a judge at the Reykjanes District Court and as an assistant to the Supreme Court until he took the position of lecturer at the University of Iceland in 2000 and later as a dean. At the beginning of 2004 he was appointed as a District Court judge and held that position until 2007, when he was granted permission to take over as the Director of the EFTA Court. He re-entered the office of District Court in 2012 and in 2021 he was appointed as a judge at the Reykjavík District Court. He has also been appointed as a judge at Landsrétt for a period and has taken a post as a deputy judge at the Supreme Court of Iceland and has been a deputy judge at the European Court of Human Rights. Skúli has also served on several administrative committees and has done extensive academic work in the field of law. Kjartan Bjarni Björgvinsson completed his law degree in 2002 and his Masters degree in law from the London School of Economics and Political Science in 2006. After his law degree he worked as a lawyer for the Ombudsman of the Icelandic Parliament and then as an assistant to the Ombudsman in 2006-2009. In 2009-2015 he was an assistant to the judges at the EFTA Court. In spring 2015 he was appointed as a District Court judge and has held that post with some interruptions. He was chairman of the Special Investigation Committee of the Icelandic Parliament 2016-2017, which considered the privatization of Búnaðarbanki Íslands. He was then appointed as the Ombudsman of the Icelandic Parliament for a six-month period in 2020-2021. Other work includes being Vice President of the Court of Justice in 2019-2022 and having been Vice Chairman of the Information Committee since 2017. He was also a member of the Board of the Icelandic Judge’s Association in 2017-2023, including the last four years as chairman of the association. He has been a part-time lecturer at the University of Iceland Law Department since 2003 and at Bifröst University in 2005-2009, as well as being an expert and then a dean at the University of Reykjavík Law Department in 2015-2018. He has written a textbook in the field of administrative law along with two other lectures and has written a number of academic articles on legal topics. He has been appointed as a judge at Landsrétt since October 2023.
