Maritime spatial planning is twofold, with a state policy on marine and coastal areas integrated into The National Planning Policy and specific Regional Marine Plans tailored to local conditions.
Regional councils comprising state and municipal representatives are responsible for the making of regional marine plans. Once adopted, implementation and enforcement are carried out by the National Planning Agency on behalf of the regional council.
