There are only certain types of vehicles that are exempt from the fee. This includes cars that according to the vehicle register are registered as:

• belonging to rescue teams, or their national association, when the vehicles are used for this purpose.

• owned by foreign embassies or embassies with appropriate registration marks.

• owned by entities such as international organizations entitled to a refund of value-added tax based on international or bilateral agreements, or special legislation.
