There are only certain types of vehicles that are exempt from the fee. This includes cars that are registered as, per the vehicle register:

• belonging to rescue teams, their national association, and the vehicles er used for these occasions.

• owned by foreign embassies or embassies with appropriate registration marks

• owned by entities such as international organizations entitled to a refund of value-added tax based on international or bilateral agreements or special legislation.
