Theoretical tests - groups
The external examiner shall place answer sheets and pencils on a table in the examination room and prepare the room in other respects.
The external examiner shall examine which examination papers he/she needs to use in accordance with the examination record.
A test taking place should not exceed 12 persons taking tests in one group.
The external examiner shall read out the names of those on the examination record, examine the attendance and identification of the candidates.
The external examiner shall be satisfied that the necessary additional test fees have been paid and shall receive driving course books and examine the certifications of driving schools and driving instructors that the examinee has fulfilled the required academic training.
Test takers who do not have the required data are dismissed from the test, but attempts are made to resolve the issue as far as possible.
The external examiner welcomes the examinees and asks them to turn off their mobile phones and place them at the external examiners' table with bags of books, smartwatches, smart devices and other data.
Before commencing an examination, the external examiner shall check the credentials of the examinee.
The external examiner shall ask the examiners to mark the answer sheets with the relevant information.
The external examiner will explain how this is to be done (refer to all fields to be filled in) and monitor it.
The external examiner will explain the structure of the examination and the number of points required in accordance with the instructions on the examination paper front.
The external examiner encourages the examinee to read questions carefully and reminds the examinee to ask him/her if something in the examination is unclear or inexplicable.
Examiners are advised to submit an answer sheet, examination paper and writing instruments at the end of the examination and are invited to wait in their seats until they are called upon when the conclusion is known.
Examination candidates are reminded to answer on an answer sheet and not to write anything to the examination paper.
Examiners are told that they will be able to see their errors at the end of the examination in order to learn from them.
Examination candidates are reminded to return all documents before leaving the examination room.
The external examiner offers to answer questions on the examination arrangements.
The external examiner shall wish the examiners good luck.
Examiners are given their examination papers to resolve the issue, and at the same time reminded to mark the letter of the examination paper on the answer sheet.
The external examiner shall monitor the progress of the examination and ensure that applicants are as disturbed as possible.
The examiner shall answer questions from the candidate relating to the candidate's understanding of the examination questions, but shall also be careful to maintain a high degree of neutrality in tact and gesture, and not to give the candidate any clues as to correct or incorrect answers.
The external examiner shall ensure that no other documents are on the desk.
An external examiner shall review examination papers of test takers and ensure that they are in order as far as possible (e.g. correct documentation on the applicant with the application).
The external examiner shall ensure that all documents are returned at the end of the examination; resolutions, examination papers and writing instruments.
The external examiner shall check the correspondence between the applicant's signature on the answer sheet and the application.
The external examiner shall specifically mark driving schools on the results list if he/she does not appear on the applicant's application to ensure that he/she is correctly registered in the examination system.
The external examiner shall review a resolution at once and call the examinee upon its completion, announce the conclusion and invite him/her to see his/her errors in order to learn from them. Whether or not a candidate has passed an examination shall be entirely valid. The examiner shall ensure that the examinee does not change answers when checking errors.
If an examiner is required to repeat the examination, the examiner shall provide the necessary instructions for the examiner.
The external examiner shall ensure that all applicants submit a response sheet and an examination paper before leaving the examination room.
Once the examiners have left, the examiner shall check whether all information, such as the letter of the assignment, the name of the driving instructor, driving school, etc., is on answer sheets, sign and date, and place the relevant information on the data sheet for computer recording of results. There is no need to register a driving school if there is no requirement to teach driving, e.g. at the time of reinstatement of driver's license
Examination projects are completed in secured premises in accordance with instructions at any given time.
Late arrival for examinations. If more than 15 minutes of examination time has passed when the candidate arrives, he/she shall generally be dismissed from the examination. The candidate must also not leave the examination room until at least 15 minutes after the start of the examination. If the applicant arrives late for the examination, but within 15 minutes, he/she is not entitled to an extended examination time.

Test cheats. If an applicant is found in violation of examination rules, the examination shall be considered to be unconstitutional and the applicant shall be expelled from the examination hall.
Theoretical tests - individual tests
Individual examinations are known as written examinations which the candidate takes alone in an examination hall, i.e. not administered as group examinations.
This might be suitable for people with dyslexia, anxiety, ADHD, learning difficulties or those with other personal difficulties.
The examination time for individual examinations is generally the same as for a group examination (45 minutes). However, the examiner may extend the examination period if necessary.
Read tests shall be conducted in accordance with the instructions below. In other respects, all normal instructions are presented to the applicant before the examination begins. Reading examinations may be conducted in languages other than Icelandic. If the external examiner is not the reader of the examination text, he/she shall use a pictureless version.
Performing a reading test
The external examiner and the external examiner each have a workbook.
The external examiner shall urge the applicant to ask about words or concepts that the applicant does not realise or understands, or that he/she can only answer what he/she is being asked about.
The external examiner shall read questions aloud. Then, he/she reads the alternatives aloud in the same way as the examiner marks it on the answer sheet.
It is important that the examiner does not look at the answer sheet and that he/she lets the examiner himself/herself tell him/her when he/she is ready for the next question.
The examiner must be strictly neutral in his or her emphasis on reading and gesture and give the applicant no indication likely to increase his or her knowledge of the material being examined.
Individual tests shall be conducted in accordance with instructions below. In other respects, all normal instructions are presented to the applicant before the examination begins. An examinee may request a reading.
Performing individual tests
The examination taker is invited to be alone in the examination room. The external examiner shall monitor each individual's needs.
The external examiner shall urge the applicant to ask about words or concepts that the applicant does not realise or understands, and that the external examiner can only answer what he or she is being asked about.
The examiner must be strictly neutral in his or her emphasis on reading and gesture and give the applicant no indication likely to increase his or her knowledge of the material being examined.
In certain cases, the examiner may take the examinee to an oral examination from the examination book and arrange to cross-check on the answer sheet in accordance with the examinee's answers.
Interpreted tests shall be carried out in accordance with instructions below. In other respects, all normal instructions are presented to the applicant before the examination begins. Interpreting examinations shall be conducted solely by an examination in Icelandic into a language which does not exist in a collection of examination papers. In exceptional cases, interpretation from the English version is possible. The test condition of an interpreter must always be an amorphous copy of the test booklet of the examiner.
Performing the interpreter's examination
If there are minor language difficulties, the test can be performed in accordance with the instructions for the individual examination.
If the candidate requires an interpreter, he/she shall provide an interpreter of his/her own, to the satisfaction of the examination centre.
The external examiner shall explain the examination procedures to the interpreter and ensure that examination procedures are followed in accordance with the instructions given above.
The external examiner shall monitor the examination as necessary, ensuring that interpretation is reasonable and that correct answers are not given.
The examiner and interpreter shall be separated so that they cannot see each other.
Questions from the examiner shall be conveyed by the interpreter to the examiner, who shall answer through the interpreter.
An interpreter shall be certified by law, if not by law, then there must not be close personal ties between the interpreter and the examiner.
An interpretive test must be recorded in audio recording and preserved in accordance with further rules.
A mobile phone/computer, an examiner's smartwatch and interpreter´s and other equipment of the party which can be used for recording, copying or communicating shall be in the custody of the examiner and be off-mode.
