Safety of people with disabilities

Instructions for service providers and drivers regarding safe driving with people with disabilities

These instructions are intended for service providers and drivers who are responsible for driving with people with disabilities.

According to Article 29 of the Social Services Act no. 40/1991, municipalities are obliged to organize driving services for disabled people in accordance with the goal of creating conditions for disabled people to lead the most independent lives based on their individual abilities and the equal treatment that may exist between disabled people and non-disabled people.

The Ministry of Social Affairs publishes in consultation with the Association of Local Authorities in Iceland and the Association of Interests of Disabled People, which is intended to promote co-ordination between municipalities and service areas. Most municipalities already have rules on tourism for disabled people and they continue to apply in each municipality until the relevant municipality decides to review.

Interest groups have called for more detailed guidance for service providers and drivers regarding driving for disabled people - with emphasis on safety issues. A working group made up of representatives from the Icelandic Transport Authority, the National Association of Motor People with Disabilities, the Icelandic Health Insurance and the National Association of Disabled Workers has compiled this information with the involvement of the Association of Local Authorities, the Social Affairs Coordination Group and the Administration of Occupational Safety and Health.

The goal is that these guidelines will not only be useful for service providers and drivers, but also for service users and municipalities when making contracts and contracts.
