In order to purchase explosives and import them, a permit from the Chief of Police is required. This also applies tothe purchase of precursors for making explosives.
For domestic purchases, the permit is issued by the Chief of Police in the area where the company is registered.
For imports, the police in the capital area must sign the invoice before the material is released from customs.
