Rules regarding digital systems of taxi companies

The operating licence holder shall ensure that satellite (GPS) data relating to the starting point and destination of each completed journey are recorded in the electronic records of the taxi dispatch centre. The purpose of this requirement is to ensure safety, promote consumer protection, and enable supervision of compliance with the law. Location data may not be processed for any other incompatible purpose.

The operating licence holder shall be affiliated with a taxi dispatch centre that has been licensed by the Icelandic Transport Authority. The licence holder shall provide the dispatch centre with the required information. The operating licence holder shall also ensure that all payments are recorded either through the taximeter or, where a journey is sold for a pre-agreed estimated or final total fare, by other appropriate means, and that the relevant information is transmitted to the taxi dispatch centre.

A taxi dispatch centre shall maintain information on:

  • Operating licence holders affiliated with the dispatch centre.

  • Professional licence holders providing taxi services in passenger vehicles owned by, or under the control of, an operating licence holder affiliated with the dispatch centre.

  • Taxis affiliated with the dispatch centre, including their registration numbers.

  • Taximeters and their serial numbers in taxis affiliated with the dispatch centre where journeys are charged based on distance travelled or journey time.

  • Payment arrangements and the final total fare for journeys sold at a pre-agreed estimated or final total price before the journey begins.

  • The number of available taxis, their locations, and the service areas in which they operate.

The taxi dispatch centre shall collect and store, by digital means and without delay, the information recorded in its electronic records. Location data shall be encrypted and retained by the taxi dispatch centre for 60 days from the date the journey was completed. The taxi dispatch centre shall be the data controller for these records. Personal data may not be processed for any purpose other than ensuring safety, promoting consumer protection, and enabling supervision of compliance with the law.

The Icelandic Transport Authority supervises the quality and security of data contained in the digital systems of taxi dispatch centres. At the expense of the taxi dispatch centres, these digital systems shall be audited at least annually by an independent and impartial auditor approved by the Icelandic Transport Authority. Particular emphasis shall be placed on data security and data quality.

The auditor shall prepare a report on the audit and submit it to the Icelandic Transport Authority. The Authority may require an additional audit where it considers there to be sufficient grounds. If such an additional audit identifies significant deficiencies that may affect the safety of taxi services, the Icelandic Transport Authority may require the taxi dispatch centre to bear the cost of the audit.
