Aviation Safety as a Priority

The Icelandic National Audit Office has published a report on the closure of runway 13/31 at Reykjavík Airport in February 2025, covering the background of the case, decision-making, and the parties' cooperation.

The report concludes that there is room for improvement in consultation, cooperation, and information flow, and that clearer accountability and follow-up are needed in certain matters related to aviation safety. It also emphasises that measures taken in the interest of aviation safety cannot be a matter of negotiation, but must comply with international requirements that are non-negotiable.
The report discusses the impact of the closure on air ambulance services. From the perspective of the Icelandic Transport Authority, it was emphasised that the decision to close the runway was based on safety considerations. It was not considered possible to permit the use of the runway under conditions that did not meet requirements for safe approach and departure, whether for air ambulance operations or other flights.
A recommendation is directed to the Icelandic Transport Authority to establish a procedure for intervention in the enforcement of planning regulations. The Authority does not object to this recommendation and has already begun work on developing such a procedure.
The goal of the Icelandic Transport Authority is to ensure that lessons learned from this case are used to strengthen procedures, cooperation, and decision-making, so that matters relating to aviation safety are handled based on clear rules and accountability.
