About the Icelandic Transport Authority’s Oversight of Air Operators

The role of the Icelandic Transport Authority (Samgöngustofa) is to ensure aviation safety. Aviation safety means that flights take place without accidents or incidents that endanger lives. To achieve this, aircraft must be kept in safe condition and staff must be properly trained and competent.

What does the oversight include?

  • Oversight covers everything that is done to prevent incidents and accidents related to aviation operations:

  • Systems and regulations: International and national regulations that provide the framework for the operation of airlines, airports, and air traffic services.

  • Maintenance and supervision: Regular inspections and maintenance of aircraft, equipment, and infrastructure.

  • Training and competence: Education, training, and continuous training for flight crews, air traffic controllers, aircraft maintenance engineers, and other staff.

  • Safety culture: Creating a proactive approach to safety, for example through incident reporting and learning from events.

  • Risk and incident analysis: Systematic risk assessments and analysis of accidents and incidents to prevent recurrence.

The Icelandic Transport Authority is responsible for the financial oversight of airlines as part of overall aviation safety. The aim is to ensure that airlines have the financial capacity to meet the requirements necessary to operate safely.

In addition, the Authority oversees air passenger rights, ensuring that passengers are given correct information. These rights are based on international standards and apply to operating airlines.

What does the oversight not include?

If an airline goes bankrupt, passengers may become stranded. While this causes inconvenience, it is not considered a safety issue and therefore does not fall under the Authority’s oversight. It is not the Authority’s role to intervene in the business operations of private companies. Responsibility for business operations lies with the companies’ owners themselves.
