Review of the residence facilities and rest periods of the Rocky Township

The Quality and Supervisory Authority for Social Services and Child Protection has completed an audit of the residence facilities and rest facilities of the town of Rocky.

The Quality and Supervisory Authority for Social Services and Child Protection has completed an audit of the residence facilities and rest facilities of the town of Rocky. The main objectives of the audit were:

  • to check that the services and facilities are in accordance with the laws and regulations that apply to the services of the residence facilities and rest areas of Rockytown.

  • to examine the composition of the user group, the quality of professional work and safety and supervision of the service.

  • to document the experiences of children and youth of their stay in the housing and resting facilities in Klettabær.

To get the most comprehensive picture of the activities and services available, various methods were used in the implementation of the audit, such as electronic surveys amongst employees of Klettabær and municipalities, interviews with children/young people and managers at Klettabæ and analysis of data. The interview frameworks used in the interviews were built on Quality Criteria for Social Services for Disabled People and Standards for the Placement or Foster of Children of Child Protection Services.

Residential facilities and rest areas of Rocky Township are home to children and young people who cannot live at home due to complex and multifaceted problems and require multimodal services for short or long term. At times, the municipalities themselves have difficulty meeting the service needs of this group with the measures they operate themselves and/or have chosen to entrust the service to a private entity with a service agreement on the basis of Article 6 or on the basis of Article 84.

Recommendations for the town of Rocky include improving information for children/young people on their placement in Rocky Town in collaboration with local advisors and emphasising individualized education on the needs and disabilities of each child/young person in placement in Rocky Township.

Recommendations for improvements were sent to those municipalities that had a service agreement with the municipality of Rockytown. Municipalities were urged to ensure that service contracts with the Town of Rock for children/young people staying with the Society were always valid and renewed in time so that stability can be promoted in the lives of the children and youth.

It was recalled that the legal basis for placement of children in the town of Rocky was clear, i.e. whether a child was placed under the Act on Services for Disabled People with Long-term Support Needs or under the Child Protection Act. Furthermore, it was recalled that municipalities have responsibility for the preparation of individual service plans, that a requirement description or detailed service description is to accompany the municipal service agreement with the municipality of Rocky Township and the municipality's statutory obligation regarding internal monitoring of the implementation of the services of Rocky Township on the basis of a service agreement.
