Employment development and education policy

The Directorate of Labour emphasises that employees should be allowed to maintain and enhance their knowledge and skills in their work. In this way, the Directorate believes it is best to promote the work according to its values of exemplary service, reliability and respect.

Education can take many forms, but the goal of it is always to increase the skills of staff. Education can include all training, learning or new knowledge that is useful for promotion, such as newcomer education, peer education, seminars, conferences, participation in working groups, new projects or increased responsibility in the workplace.

Employees are responsible for maintaining their knowledge and are expected to take initiatives in their professional development and acquire it in consultation with their managers. The education should be useful for both employees and the institution, but one of the ways to strengthen themselves in their work is to add to their knowledge.

In support of employee development, the Institute undertakes to:

Pay in the training and education fund of the unions where staff can apply for grants in accordance with the rules of the unions.

Emphasis should be placed on meeting the wishes of employees for study leave where appropriate, in accordance with the rules and procedures that the institution has developed and issued.

The Directorate of Labour wants to promote the professional knowledge and competence of its employees by providing education and training, and to create the conditions for employees to develop in their work:

The need analysis of education shall be conducted in a contact interview every autumn and shall be based on the needs of the employee, the institution and the relevant units.

The Directorate of Labour operates an educational system where electronic educational material for staff is maintained. The educational material should be varied and accessible.

New staff shall receive appropriate education and training, and the institution shall maintain a newcomer education in a training system so that employees can adapt quickly and effectively to the new work.

  • The Administration shall support managers and conduct management training on a regular basis.

  • The heads shall provide support and encourage employees to improve their knowledge and develop in their work.

  • The Directorate of Labour shall evaluate the employee's experience of professional development and education annually.

  • The Directorate of Labour is committed to creating equal opportunities for staff for professional development.

  • The Directorate of Labour believes it is important that staff register their professional knowledge and share it in a way that colleagues can use.
