Iceland’s Terrorism Risk Assessment 2025
The National Commissioner of the Icelandic Police (GRD) has issued a report on the risk assessment for the Icelandic counter-terrorism threat for 2025.

The National Commissioner of the Icelandic Police (NCPS) analysis department conducts an annual strategic assessment of the terrorist threat in Iceland. The assessment looks at developments in Iceland and abroad and predicts the likely future developments.
The threat level for terrorism in Iceland in 2025 is unchanged from last year, at the third of five, but this means an increased threat.
The report examines the risks that were considered when the assessment was made. According to the analysis department, the threat is primarily from individuals who work alone or in small groups, often under the influence of violent propaganda from right-wing extremist movements.
Furthermore, the factors that can reduce the threat of terrorism in Iceland are explained. For example, there are no indications that terrorist organizations are active in Iceland. Furthermore, there are no indications that Icelandic terrorist groups are active abroad.
The report is based on information from the national police forces, police databases, domestic and international partners, as well as open source material. Data was collected before 31 December 2024.
