Icelandic Health calls for a dialogue on medical flights abroad

Ambulance flights refer to air ambulance flights to and from Iceland on an air ambulance with patients who are insured by the Icelandic Health Insurance Act no. 112/2008. This includes both transportation of seriously ill and injured patients who cannot use normal passenger transportation routes as well as those who need to get to Iceland without delay for organ transplantation abroad.

The agreement will be negotiated on a mixed basis, with both focus on operations of domestic air carriers and the possibility to call out ambulance jets from abroad when necessary. The emphasis is on good availability of machinery options with adequate facilities. A company that carries out ambulance flights abroad must offer call-in services with responsibility for response, communication and the execution of the ambulance transport. A single party will be agreed on the full responsibility for the work, both the work for the call-in and also the appropriate operation and/or contracting with the air carrier. The responsible party must also take care of efficiency, quality and supervision of counterparties.

This notice and subsequent contract awards are made on the basis of the IV. law on health insurance, no. 112/2008. The selection is based on which party best meets the abovementioned requirements. The contract will be awarded for up to three years.

Parties who wish to express interest in the project will send a message to the project no later than 1 October. The choice of counterparty will be announced afterwards. It is assumed that the new agreement will take effect on 1 January 2025.

The message shall contain the following:

• Information on the offered machinery option.

• Price information for a single year, at least either:

Block time (time fee based on total travel time (block time))

Fixed prices for the main destinations, namely Gothenburg, Stockholm, Malmö and Copenhagen.

• Information on the potential base cost of the call-and-response service.

• If the price differs according to the type of machinery, the price shall be stated for each type.

• Information on procedures for call-in services.

• Justification of competence in relation to requirements in a document of claim.

Note: The following costs are paid separately by Icelandic Health and do not affect the offered price:

• Cost of healthcare professionals and ambulance service, when necessary.

• Cost of ambulances if necessary.

• Other special costs incurred that do not relate to the workshop, including customs duties, handling fees, airport opening fees if operating outside their slots as well as crew accommodation if necessary.
