Agreement cannot be reached
If no agreement is reached in the mediation process, the mediator issues a certificate of mediation. The certificate reveals how the mediation was conducted, the main points of dispute and the views of the child, if applicable. The certificate may be issued if the parents fail to attend a mediation meeting after receiving an invitiation on two occasions.
A certificate of mediation is valid for six months. If court action is brought in connection with a dispute over custody or legal domicile of a child, such a certificate must be valid.
A certificate of mediation must also be available before the District Commissioner issues a ruling on visitation or per diem fines.
