All residents who are legally domiciled in rural areas that are at a driving distance of more than 200-300 km from the capital area, depending on whether their domicile is included in the Loftbrú area or not. The Loftbrú scheme covers the Westfjords, part of Northwest Iceland, Northeast Iceland, East Iceland, Hornafjörður and the Westman Islands. The area is demarcated according to postal codes.
