Consumption of psychoactive substances

No pilot, remote pilot, air traffic controller, flight student, air traffic control student, or any other individual may carry out duties in an aircraft, be at the controls of an aircraft, control air traffic, or provide security services for air travel if they are unable to perform the task safely due to the consumption of psychoactive substances, illness, injury, medication, fatigue, or any similar cause.

Psychoactive substances

Psychoactive substances include

  • alcohol,

  • opiates,

  • cannabis,

  • sedatives and sleeping pills,

  • cocaine,

  • other mind-altering drugs,

  • hallucinogens,

  • volatile solvents,

but excluding caffeine and tobacco.

Air operators

Air operators can, among other things, formulate and implement a policy on prevention and screening for the misuse of psychoactive substances by those they have in their service on board and those who provide security services for air travel.

Oversight

In regular inspections, the Transport Authority is allowed to perform screening for psychoactive substances at any time among the aforementioned staff. The police are also allowed to perform screening for the consumption of psychoactive substances and assist the Transport Authority if needed.

Rules and regulations
