The Althingi Ombudsman monitors the administration by the central and local authorities. His mandate only applies to private parties to the extent that they have been by law given official authority to make decisions on individuals‘ rights or obligations. Accordingly, complaints can be filed with the Ombudsman in respect of decisions, findings, procedure, and conduct by ministries, government bodies, and other bodies engaged in central or local administration.
Before a complaint can be filed with the Ombudsman available administrative remedies must have been exhausted. A complaint also must be filed within one year of the decision or action it applies to. Where applicable, the time limit is calculated from the date of a finding by a higher administrative authority.
