Authorisation for ferry flight

For those aircraft that do not meet, or have not been shown to meet, the applicable airworthiness requirements but are capable of safe flight, a permit to fly must be issued, under defined conditions.

Conditions:

Approval of flight conditions and permit to fly must be applied for (Permit to Fly). This process requires filling in three forms, which are:

  • Form 18b(doc) Flight Condition

  • Form 137(doc) for which an application for an approval without flight conditions on form 18b

  • Form 21(doc) for Application for a Permit to Fly

The Icelandic Transport Authority issues the permit to fly, but EASA or the Icelandic Transportat Authority approves the flight condition, as applicable.

However, an application for approval of flight conditions must be made to EASA with respect to one of the following:

  • The aircraft does not meet its type certificate, e.g. structural damage.

  • Change that was not based on validated data.

  • The AD (Airworthiness Limitation) or the Maintenance Requirements Type Design has not been complied with.

  • When the intended flight is outside of the approved flight envelope.

Process for applying to EASA:

  1. Fill in the EASA Form 18b(doc) and EASA Form 137(doc).

  2. Send to EASA and obtain approval for flight conditions.

  3. Fill in a form 21(doc) which is the application for a permit to fly.

  4. Send it to the Icelandic Transport Authority along with an approved form 18b(doc)

  5. The Icelandic Transport Authority issues Permit to Fly.

Process when only applying to the Icelandic Transport Agency:

  1. Fill in the EASA Form 18b(doc) and EASA Form 137(doc).

  2. Fill in a form 21(doc) which is the application for a permit to fly.

  3. Send it to the Icelandic Transport Authority

  4. The Icelandic Transport Authority approves the conditions for flights on form 18b, and issues the Permit to Fly.
