Recording of practical experience
Rules on the recording of practical experience in connection with an application for a basic rating on a Part-66 licence.
The basic requirement is that the practical experience data confirm that the applicant meets the minimum period provided for in a Regulation. The experience, together with that reflecting the typical cross section of maintenance tasks with aircraft for the relevant basic rating. The reason for this is that when assessing a basic visa application, the experts of the Icelandic Transportation Authority must be able to confirm that the requirements for practical experience are met without any special research work being done. The same applies to all additional basic visas applied for later.
Applicants have taken various approaches to keep a record of the work done. Various computer systems have been used for this purpose such as computer systems under the control of maintenance providers and/or third parties such as Skyhook. Unfortunately, the information that comes to the Icelandic Transportation Office from the computer systems of maintenance companies is often such that it is difficult to analyse what the work involved is being submitted for evaluation, as the computer systems are not designed for that purpose.
For these reasons, the Directorate of Communications informs applicants that in future the directorate will return applications for which practical experience data is not clear due to unclear registration. This means that the printing of the records of maintenance organisations in the databases as filed to date will be re-transmitted and the applicant requested to improve the record.
The Directorate of Transportation also points out that applicants who use data from the Skyhook computer system should and have the supervisor in question sign off on each work for confirmation. The Icelandic Transportation Authority will no longer take effect if one party localises the package after two years of work. This is because Skyhook is not a system under the responsibility of the maintenance organisation, but is operated by a third party. This means that the person using Skyhook must print out the system regularly to have the instructor in question sign for the work that was done.
The Directorate of Communications draws applicants' attention to which can be downloaded for fill-in. The registry book is not the only way to record work done. But it clearly explains the purpose of registering work submitted with an application for a Part-66 licence or a basic endorsement.
The aforementioned changes took effect on 4 March 2020.
