Dynamic Purchasing System (DPS)

A dynamic purchasing system is a flexible public procurement method that remains open to all qualified suppliers throughout its lifetime.

Procurement under a dynamic purchasing system takes place in two stages. First, qualified suppliers are admitted to the system. Contracts for works, services or goods are then tendered among those suppliers. New suppliers may also join throughout the system’s lifetime if they meet its qualification requirements.

A dynamic purchasing system is also known as a DPS, which stands for “Dynamic Purchasing System.”

Advantages of a dynamic purchasing system

  • Suppliers may apply for admission throughout the system’s lifetime, allowing new market developments and innovations to be included.

  • Award criteria and technical specifications may vary. The system’s flexibility enables buyers to find the right suppliers.

  • Shorter preparation time. Competition within the system is faster and easier than procurement on the open market.

  • Requirements and methodology are not predefined.

  • Purchases are based entirely on the buyer’s needs at any given time, providing favourable contractual terms for customers and supporting supplier management.

  • An unlimited number of suppliers and a broad competitive base.
