Minister's Report on Integrated Expert Assessment

With the introduction of a new disability and rehabilitation payment system that takes effect on September 1, the current disability assessment will be discontinued and replaced by an integrated expert assessment. The Minister of Social Affairs and Housing submitted a report to the parliament on April 30th regarding the preparation for implementing the integrated expert assessment. The report is currently under review by the parliament's Welfare Committee.

The report outlines the work of a task force appointed by the then Minister of Social Affairs and Labor Market in May 2024 to develop the integrated expert assessment. The Social Insurance Administration coordinated the work of the task force, and the report is accompanied by two appendices prepared by the group. One covers the aspects to be considered in the integrated expert assessment, and the other provides guiding criteria on the impact of functional challenges.
Testing of the assessment has begun at the Social Insurance Administration, and work continues on the implementation of the new assessment system and disability application process. Handbooks for professionals regarding the new system are also in preparation.
