Around 85 thousand received payments from TR in 2025

At the annual general meeting of the Social Insurance Administration (TR), held today, it was announced that 85,842 individuals received an allowance from TR in 2025. This is a 2.5% year-on-year increase in the number of individuals, reflecting both demographic trends in society and an increased demand for support, particularly for medical and rehabilitation allowances. TR's total allowance payments amounted to nearly ISK 250 billion during the year. This is stated, among other things, in TR's annual report for 2025.5

Ragnar Þór Ingólfsson, Minister of Social Affairs and Housing, addressed the annual meeting and discussed, among other things, the great strain that the implementation of a new system placed on TR staff. He specifically thanked the staff for having carried out all their tasks with responsibility and professionalism, and for showing both resilience and a strong service-minded attitude.

Around 22% increase in a decade

Since 2015, the number of individuals receiving an allowance from TR has increased by 22%, from 70,128 to 85,842. During this time, the number of men receiving an allowance from TR has increased by 31% and the number of women by 17%. Despite this, women are still a much larger group receiving an allowance than men. In general, women make up about 60% of those who receive payments from social insurance.

Looking at the development of TR's main allowance categories as a proportion of the population in Iceland over the last 10 years, it can be seen that the proportion of old-age pension recipients will increase from 10.4% in 2015 to 11.6% in 2025. The proportion of those receiving a disability pension from TR among residents in Iceland has been fairly stable over the past 10 years at just over 5%, but the proportion is decreasing. The number of individuals receiving a medical and rehabilitation allowance from TR as a proportion of the population will increase from 0.9% in 2015 to 2.2% in 2025. In total, there were 45,547 individuals with an old-age pension, 20,836 with a disability pension and 8,629 individuals with a medical and rehabilitation allowance in 2025.

Allowances

Allowances for old-age pensions amounted to ISK 122.6 billion, an increase of 10% year-on-year. Allowances for disability pensions amounted to ISK 85.3 billion, an increase of 9% year-on-year. Medical and rehabilitation allowances amounted to ISK 28.4 billion, an increase of 37% year-on-year. Allowances in the 'other' category, which include various payments related to family and vehicle matters, amounted to ISK 13.2 billion and had not increased year-on-year.

Extensive system changes

One of the largest reform projects in social insurance in a decade was the implementation of a new disability and rehabilitation system, which came into effect on 1 September 2025. TR was responsible for the implementation of the system, and there was a short time for preparation, which involved extensive changes to laws, regulations, procedures, services and technical infrastructure.

The new system is based on a changed ideology where individuals' abilities and participation are assessed in a holistic context. The introduction of an integrated expert assessment, based on the WHO's ICF system, marks a fundamental change from the previous assessment system. At the same time, new allowance categories were created and cooperation between service providers within the welfare and healthcare systems was increased, including through the establishment of regional coordination teams throughout the country, which TR leads.

Robust educational activities

In 2025, a large number of courses were held, and education and presentations were offered widely across the country about the new system, to professionals, stakeholders, and at TR's premises with both in-person and remote meetings. A great deal of work has been put into educational material, which has been well received. All education has been provided free of charge, handbooks and course materials have been accessible on the TR website, and special emphasis has been placed on transparency and good access to information.

Number of full-time equivalents unchanged

At the end of 2025, the institution employed 111 staff in 102.4 full-time equivalent positions. While the number of clients has increased by about 22% over the last ten years, the number of full-time equivalent positions has remained almost unchanged. This highlights both the high efficiency and the significant increase in workload that the staff have handled with professionalism and responsibility. In the results for the Institution of the Year, TR's overall score increased from 3.97 to 4.15 year-on-year.

Trust in TR grew year-on-year

In 2025, TR processed almost 33,000 cases, received over 78,000 phone calls, and there were over 22,000 appointments at the service centre. At the same time, digital services have grown rapidly

. Logins to My Pages TR exceeded one million and visits to the website tr.is surpassed 1.2 million during the year. Our annual service survey showed that trust in TR grew year-on-year and customer satisfaction with the service was measured as high.
