The National Electoral Commission has issued new guidelines on assessing the validity of votes in elections. These guidelines are intended for regional electoral commissions, candidate agents, and others involved in the counting of ballots, with the aim of providing direction on resolving doubtful or disputed issues that may arise.
The guidelines address various situations that occur in the conduct of elections, provide explanations of provisions in the election law, and include illustrative examples showing how the validity of votes has been assessed in previous elections. They also discuss the evaluation of ballot papers whose validity may be uncertain or disputed, as well as issues concerning the validity of both advance ballots and ballots cast on election day, in all elections held under the election law.
The publication seeks to present the conclusions that exist regarding the assessment of vote validity in elections, particularly those of the parliamentary credentials committee, along with the main principles that apply to the evaluation of vote validity under current law.
The guidelines will be distributed to all regional electoral commissions, and a digital version is available on the website of the National Electoral Commission.
