New improvement plan responds to growing requirements for land-use greenhouse gas accounting

Land and Forest Iceland has published its Improvement Plan 2025–2027, aimed at strengthening Iceland’s greenhouse gas inventory for emissions and carbon removals from land use, land-use change and forestry (LULUCF). The plan runs until 2027 and succeeds the previous improvement plan.

Its purpose is to improve data quality, meet international requirements and provide a robust basis for assessing Iceland’s progress towards carbon neutrality.
The improvement plan was prepared at the request of the Ministry of the Environment, Energy and Climate. It draws, among other things, on recommendations made by review teams working on behalf of the European Commission and the United Nations Framework Convention on Climate Change (UNFCCC).
The plan sets out 23 actions, divided into four workstreams:
Analysis of the regulatory framework and establishment of quality assurance procedures.
Improvements to geospatial data.
Improvements to estimates of emissions and removals through the development of new and more accurate emission and removal factors.
Enhanced reporting and provision of information.
In addition, the plan identifies six areas requiring attention over the coming years in order to meet increasingly stringent international requirements for greenhouse gas accounting.
