The Electronic Communications Office is responsible for assigning numbers, numbering ranges, and addresses to licensed operators for use in electronic communications services and the interconnection of independent telecommunications networks. The authority supervises the use of these resources to ensure compliance with applicable regulations and that the entities receiving allocations use them efficiently.
What are considered numbers and addressing resources?
Telephone numbers and number ranges
Short codes / service numbers (for example, 116-x services)
MNC (Mobile Network Codes), which identify mobile network operators
ISPC (International Signalling Point Codes), used within core telecommunications networks
MMSI (Maritime Mobile Service Identity), identification numbers for boats and ships
DNIC and ADMD addresses, identifiers used in specialised networks and messaging systems.
Conditions for Allocation
The Electronic Communications Office allocates numbers and addressing resources only to entities that hold a valid electronic communications operating licence in Iceland. Allocations are made in accordance with the authority's allocation procedures and Iceland's E.164 Numbering Plan.
Iceland uses 7-digit telephone numbers in the range 000 0000 to 999 9999 (E.164). Telephone numbers are allocated to electronic communications operators in numbering blocks.
Across the EEA, certain six-digit numbers (116 xxx) are reserved for services of social value, such as helplines and emergency information services. The Electronic Communications Office is responsible for allocating these numbers in Iceland. Calls to 116 numbers must be free of charge for users.Service providers may also be allocated dedicated SMS short codes for their services. This allows them to operate their own numbers rather than providing services through numbers owned by mobile network operators.
