A major accident is an uncontrolled course of events in the handling of materials such as leakage, fire or explosion that has serious risks for human health and/or the environment. This includes both inside and outside the establishment where the materials are stored or used.
Companies that use high levels of dangerous substances need to develop a plan for preventing major accidents.
Furthermore, companies need to have a safety management system that monitors the risks and hazardous substances in the establishment continuously and systematically.
Making a major accident prevention plan
The plan shall be written and the requirements made in it shall be in accordance with the scale of the major accident risks that the establishment is subject to. Among other things, it must specify:
General objectives and principles of operators in relation to major accident risk
role and responsibilities of managers
commitments to continuously improve the prevention of major accident risk
how to ensure high levels of protection for human health and the environment
information on the security management system
