Air navigation services are synonymous with air navigation services and air traffic management (ATM), which encompass a wide range of services provided to aircraft and airspace users.
Objectives of the Air Navigation Department
The Icelandic Transport Authority exercises oversight over air navigation service providers that hold an air navigation service certificate and issue air navigation services certificates.
The Icelandic Transport Authority is responsible for ensuring appropriate oversight, in particular with regard to the safe and efficient operation of air navigation service providers within the airspace under the responsibility of the Icelandic State. Oversight is carried out in the form of audits (audits, inspections and tests) by staff.
The Icelandic Transport Authority shall designate a service provider, in consultation with the Ministry of the Interior, to be granted an exclusive right to provide air traffic services within specific airspace blocks in respect of airspace under the responsibility of the Icelandic state.
The Icelandic Transport Authority may, in consultation with the Ministry of Infrastructure, designate a service provider who has the exclusive right to provide all or part of the meteorological data in all or part of the airspace under the responsibility of the Icelandic state, taking into account security measures.
The Icelandic Transport Authority shall establish a consultative forum with interested parties to ensure appropriate participation by them in the implementation of the rules relating to the single European sky. Such stakeholders may be representatives of air navigation service providers, airspace users, airports, manufacturing industry and staff of air navigation service providers.
The Icelandic Transport Authority ensures that the provision of air navigation services is in accordance with Icelandic laws and regulations, EU provisions, requirements and recommended practices of the International Civil Aviation Organization.
Main Air Navigation Department tasks:
Certify and issue certificates for air navigation service providers.
Monitor air navigation service providers.
Approve safety-related changes to air navigation service providers.
To handle the coordination and updating of air navigation and air traffic management regulations.
Develop, establish and maintain a quality system for air navigation control.
handle foreign air navigation communications and answer for audits by foreign agencies, e.g. ICAO, ECAC, EASA and ESA.
Provide specialist services to parties who so request in the field of airspace and air navigation, including in the interpretation of EU regulations and decisions, and others.
Laws and rules
Air navigation services are provided in accordance with Icelandic laws, regulations and recommended practices which are in full compliance with the provisions of the International Civil Aviation Organisation (ICAO) and European regulations, among others, those of the European Aviation Safety Agency (EASA).
