Terms of Use for Elfur-API

The Icelandic Financial Management Authority (Fjársýslan) is responsible for developing and operating Elfur-API, a web services layer that provides electronic data and services to central government entities in Part A. Elfur-API is intended to ensure the secure and efficient exchange of data between government systems, government entities, and other partners.

Fjársýslan reserves the right to update these Terms of Use. The version available at any given time on island.is/s/fjarsyslan shall always be the version in effect.

These Terms apply to access to and use of Elfur-API.

The data in Elfur-API originates from the government entities responsible for the relevant data in the government’s financial and human resources management system, ORRI. Each government entity is therefore responsible for the reliability of its data.

Fjársýslan does not guarantee data availability in the event of unforeseen problems or service interruptions that prevent data from being retrieved or transmitted. Fjársýslan makes every effort to ensure the reliability of Elfur-API but accepts no liability for communications, configurations, or data being displayed, stored, or delivered to users correctly.

Fjársýslan accepts no liability for inconvenience or loss caused directly or indirectly by failures in the computer equipment and/or software of Fjársýslan or the user, or by other causes that may result in inaccurate data or prevent the user from connecting to the web service. Fjársýslan accepts no liability for inconvenience or loss caused directly or indirectly by defects or failures in terminal equipment, internet connectivity, software required to connect to Elfur-API, the user’s browser or operating system, or Fjársýslan’s computer systems.

Fjársýslan accepts no liability for loss or damage:

  1. arising from a user’s lack of knowledge, misunderstanding, or misuse;

  2. attributable to incorrect actions by the user or another party;

  3. arising, directly or indirectly, from data available through Elfur-API or otherwise attributable to such data; or

  4. attributable to external events, such as failures, incorrect information from external sources, or similar circumstances, or for loss or damage deemed to result from force majeure events.

Access

Access to Elfur-API is linked to a specific government entity and is granted on the basis of defined roles and responsibilities.

Partners may be granted access to the web service at the request of the government entity responsible for its dealings with the partner concerned. Requests for access must be submitted to Fjársýslan by an authorized representative of the government entity.

The head of the relevant government entity, its human resources manager, or its operations/finance manager is authorized to request access. Only the head of the entity and the human resources manager may request access to web services and endpoints relating to organizational units or personnel.

The government entity is responsible for ensuring that access is granted in accordance with the relevant party’s role and duties and that access rights are reviewed regularly. If the grounds for granting access change, or access is no longer required, the government entity must request that the access be modified or terminated without delay.

Users and partners must exercise their access rights in accordance with applicable laws, regulations, and these Terms of Use. Misuse or unauthorized use of access rights may result in the temporary suspension or permanent termination of access.

If misuse or a security breach is suspected, Fjársýslan reserves the right to terminate access without prior notice.
